Community Project Comes Together with Grant Funding and a Partnership with Public and Private Parties
The planned renovation of a lake near Spencer Nebraska is becoming a reality after many years of funding efforts and planning for the long term ownership and maintenance of the property. The lake which was first constructed in the 1930’s as a WPA project was used by local residents for all types of recreation including fishing, swimming, and ice skating in the winter. In recent decades it had deteriorated due to silt accumulation from erosion to the point that it would not sustain fish and other wildlife. Local residents who grew up spending time at the lake wanted to restore it to its former glory so they purchased the 9 acre lake and surrounding property.
After receiving some planning grant funds to pay for an engineer to design the lake renovations they were able to receive a grant from the Nebraska Environmental Trust for over $400,000. Construction is to begin in 2015 and conclude in 2016 and will include dredging, erosion control structures, aquatic wildlife habitat and installation of fishing piers.
An inter-local agreement between Boyd County, the Village of Spencer and the Spencer Area Development Corporation was a key to receiving grant funding and provides a plan for the long term ownership of the recreational property.
Advantage Consulting Group was involved in all aspects of the project including developing a master plan, formation of partnerships, project management, and grant procurement and administration.
